Can you reproduce this issue by just running IO on single LUN? such as, just
mount /dev/sdb on /mnt/b.

Also, could you collect the following logs on 4.19.x kernel?

1) lscpu

2) (cd /sys/kernel/debug/block/sdb && find . -type f -exec grep -aH . {} \;)
