[PATCH] scsi: documentation: add scsi_mod.use_blk_mq to scsi-parameters

Kernel line argument scsi_mod.use_blk_mq is missing from file
Documentation/scsi/scsi-parameters.txt.  Add this option,
providing mention of config setting and format.
