[PATCH] scsi: make 'state' device attribute pollable

While the 'state' attribute can (and will) change occasionally,
calling 'poll()' or 'select()' on it fails as sysfs is never
notified that the state has changed.
With this patch calling 'poll()' or 'select()' will work
properly.
