The IRQCHIP_DECLARE macro migrated to 'include/linux/irqchip.h', making it
globally accessible.

This patch adds inclusions of 'include/linux/irqchip.h' and replaces uses of
macro OF_DECLARE_2 with IRQCHIP_DECLARE.
