Which exynos5250 machine are you trying the kernel ?
I tested linux-next kernel 3.13-rc7 on smdk5250, and on that i could
get USB working (i checked XHCI ports actually,
but i am sure EHCI ports will also work straight away).

Please make sure you are building with exynos_defconfig. And on top of
that i enabled following configs:
CONFIG_USB_ANNOUNCE_NEW_DEVICES
CONFIG_USB_XHCI_HCD
CONFIG_USB_EHCI_EXYNOS

CONFIG_USB_OHCI_HCD             (these OHCI configs will serve the
purpose to use HID)
CONFIG_USB_OHCI_EXYNOS
