In the initial set of patches, the parent clock name and clock speed information was passed from the platform data. And the driver was setting up the parent and clock speed. Ben suggested that driver should not be setting up parent and clock speed and suggested that it be moved into platform specific code. I wanted to move this functionality into plat-s3c but did not find a suitable file in which this can be moved (other than creating a new file). 

Since there will be changes in the plat-s3c folder as per discussions last week, I have added the this here. I will move it after the reorganization of plat-s3c is complete. Please let me know your opinion.
