[PATCH 10/19] timekeeping: Rename fast_tk_get_delta_ns() to __timekeeping_get_ns()

Rename fast_tk_get_delta_ns() to __timekeeping_get_ns() to prepare for its
reuse as a general timekeeping helper function.
