[PATCH] s390/mem_detect: Use IS_ENABLED(CONFIG_BLK_DEV_INITRD)

IS_ENABLED should generally use CONFIG_ prefaced symbols and
it doesn't appear as if there is a BLK_DEV_INITRD define.
