[PATCH] s390: Replace IS_ENABLED(EXPOLINE_*) with IS_ENABLED(CONFIG_EXPOLINE_*)

I've accidentally stumbled upon the IS_ENABLED(EXPOLINE_*) lines, which
obviously always evaluate to false. Fix this.
