[PATCH 08/13] timer: Remove unused static initializer macros

This removes the now unused TIMER_*INITIALIZER macros:

TIMER_INITIALIZER
TIMER_PINNED_INITIALIZER
TIMER_DEFERRED_INITIALIZER
TIMER_PINNED_DEFERRED_INITIALIZER
