I doubt this was ever the case. I can't find an announcement for this
version. I see 4.9.61-rt51 and 4.9.61-rt52 which share the same stable
kernel version and 4.9.76-rt61 which shares the same -rt version. But
not what you came up with.

The …/rt/X/older/ link should remain stable.
