If your workload has quite a few interrupts, it is possible that the softirq version would -usually- make progress, but the kthread version not. (You could still get this to happen with softirq should ksoftirqd kick in.) Sebastian's suggestion of RCU_BOOST makes sense, and you will also need to set CONFIG_RCU_BOOST_PRIO to be higher priority than your highest-priority CPU-bound thread.
