Just a guess, the area which I would suspect is:

  # CONFIG_PCIEASPM_DEBUG is not set
-# CONFIG_PCIEASPM_DEFAULT is not set
-CONFIG_PCIEASPM_POWERSAVE=y
+CONFIG_PCIEASPM_DEFAULT=y

Found it! It is one of the following:

-CONFIG_HOTPLUG_PCI_PCIE=m
+CONFIG_HOTPLUG_PCI_PCIE=y
-CONFIG_HOTPLUG_PCI=m
+CONFIG_HOTPLUG_PCI=y
-CONFIG_HOTPLUG_PCI_ACPI=m
+CONFIG_HOTPLUG_PCI_ACPI=y
