[PATCH 2/5] RT: wrap BUILD_CHECK_IRQ_FLAGS

The macros used by BUILD_CHECK_IRQ_FLAGS() are defined in kernel.h,
but this file is sometimes included before kernel.h (or even by
kernel.h)
