[PATCH 06/13] ARM: dts: renesas: r8a7792: Add LBSC node

Add a minimal device node for the Local Bus State Controller (LBSC) on
the R-Car V2H SoC, to be extended by board DTS files for devices
residing in the LBSC external address space.
