[PATCH] arm64: defconfig: Enable PMIC RAA215300 and RTC ISL 1208 configs

Enable PMIC RAA215300 and ISL 1208 configs, as it is populated
on Renesas RZ/{G2L,V2L} SMARC EVKs.
