Thank you for pointed it out. To be honest, I didn't check meaning of the first argument,
and the value comes from our BSP code... So, I checked the kernel source code, and I found
the flags are parsed by of_bus_pci_get_flags(). And then, I realized that bit 31 of
the first argument is completely not needed. I'm not sure what is the relocatable flag,
but anyway I'll fix the first value from 0x8[12]000000 to 0x0[12]000000 on v13.
