[PATCH v2 2/7] ufs: add UFSHCD_QUIRK_BROKEN_64BIT_ADDRESS

Add UFSHCD_QUIRK_BROKEN_64BIT_ADDRESS for a broken host controller
of the 64-bit addressing supported capability.
