[PATCH v2] dt-bindings: power: sysc-rmobile: Convert to json-schema

Convert the Renesas R-Mobile System Controller (SYSC) Device Tree
binding documentation to json-schema.

Document missing properties.
Drop consumer example, as it does not belong here.
