[PATCH v2 6/9] media: rcar-vin: add DV timings support

Adds ioctls DV_TIMINGS_CAP, ENUM_DV_TIMINGS, G_DV_TIMINGS, S_DV_TIMINGS,
and QUERY_DV_TIMINGS.
