You must change/update this field after VF is created, because all SR-IOV VFs are created at the same time. The operator (administrator/orchestration software/e.t.c) will know the right amount of MSI-X vectors right before he will bind this VF to requested VM. It means that extending PF sysfs to get both VF index and count will look very unfriendly for the users.
