[PATCH for-next v7 09/19] rdma_rxe: Add locked and unlocked pool APIs

v7:
  - Current object pool APIs use the pool_lock to protect
    concurrent execution from race conditions. Most APIs
    take the pool_lock, execute one operation and then free
    the lock.
    This patch adds unlocked versions of the APIs so that a
    caller can take the pool_lock, combine sequences of
    operations and then free the lock. This will be required
    to fix some race conditions which occur without this fix.
