[PATCH for-next 1/3] RDMA/hns:Support to create 1M srq queue

In mhop 0 mode, 64*bt_num queues can be supported.
In mhop 1 mode, 32K*bt_num queues can be supported.
Config srqc_hop_num to 1 to support 1M SRQ queues.
