[PATCH rdma-next] IB/mlx5: Remove redundant QP type test in extended atomic operations

Extended atomics is supported with RC and XRC, QP types.
But testing this in to_mlx5_access_flags is redundant.
QP type is already checked in ib_modify_qp_is_ok(), which is
previously called from mlx5_ib_modify_qp.
