[PATCH rdma-core] Add a script to update the kernel headers

This turns out to be a bit fussy to do properly and consistently every
time so automate this.

The script synchronizes the tree from a kernel git repository, updates
the CMakeLists.txt and then builds the required git commit in the local
tree.

It also has a --amend mode which can be used during development to keep
the work in progress headers in sync and then ultimately sync'd
with the official kernel tree before committing to the rdma-core repo.

This is to support the new process where we want to exactly track the
kernel headers. The script does everything needed. If using Centos7
you'll need to install python3 from EPEL to use this script.
