The check over the priv->flags is not satisfied, because one line
after the check the other work dev_flush_xxx (from other work queue,
so they are not sync)  which calls to ipoib_ib_dev_down
will cause the broadcast to be null.
you can't prevent it by checking the flags.
you need to take the lock priv->lock (and make sure no deadlocks ..)
or some other mechanism.
