[PATCH for-next v3 3/8] RDMA/rxe: Cleanup reset state handling in rxe_resp.c

Cleanup the handling of qp in the error state, reset state and
during rxe_qp_do_cleanup. The error state does about the same
thing as the others but has code spread all over.

This patch combines them in a cleaner way.
