From: Mark Bloch <mbloch@xxxxxxxxxx> When two mlx5 devices are paired in switchdev mode, always offload the send-to-vport rule to the peer E-Switch. This allows to abstract the logic when this is really necessary (single FDB) and combine the logic of both cases into one.
