What does it look like prior to the atomic restore? If your image 
follows the normal pattern of having most of it in the second part shown 
above, 60% of your boot time must be the stuff prior to TuxOnIce 
starting (unless driver suspend/resume routines are being slow).

-2 does drop_pagecache. An imagesize limit of 1 (should achieve what 
you've done with the patch above). (The image size limit is a soft 
limit, so hibernating won't fail).

On a slower processor, you might try disabling compression. It depends, 
of course, on the relative speed of your processor and your storage.

I've never put the time into looking at the swappiness parameter. That 
said, I wouldn't expect it would make resuming faster, as you're already 
freeing as much memory as possible. I'd be surprised if it made the 
image smaller.

Yes, providing the bottleneck is the storage. You could try using the 
/sys/power/tuxonice/test_filter_speed entry to help determine that. It 
performs any compression that would be done on an image, but doesn't 
actually write the image (it also doesn't really do the atomic copy, and 
so can return control to you at the end). The test_bio entry is similar: 
it drops writes at the point where the bio_submit would be done, and 
lets you see the additional overhead of the TuxOnIce bio code, but would 
probably not that useful to you.
