For working sessions, this isn't quite true ... the 19 July deadline is
only for Refereed Presentations (i.e. the standard conference talks).
The deadline for Working Sessions (Or MicroConferences) is up to the MC
Session Leader (although in practise, the earlier you submit, the better
your chances) reflecting the fact that Linux is fast moving and things
may change at the last minute.  If you want a separate MC on PM_QOS,
then submit now ... we only have slots for about 12 MCs at plumbers, and
once those are filled we won't really be able to add additional ones.
