Mainline now has DOWN_PREPARE and UP_CANCELED calling 
->hardware_disable(), and ONLINE calling ->hardware_enabled().  What 
tree are you looking at?

[but I do see the need for DOWN_FAILED now. Off to find a resumable 
machine...]
