Could, arguably should -- but doesn't, just now.  I don't
think I'd try to manage all system devices' power through
sysfs from usermode yet ... :)

I'm soon to rip out the recursive stuff in USB, where USB
does the recursion for "echo -n 3 > hub/power/state" commands.

That's just getting in the way, and I never did think such
functionality was specific to USB anyway.
