[PATCH 3/6] misc: rtsx: Use ASPM_MASK_NEG instead of hard-coded value

Use ASPM_MASK_NEG instead of hard-coded value, as other callers of
rtsx_pci_update_cfg_byte() do.  No functional change intended.
