[PATCH] pci: move PCI_QUIRKS to the PCI bus menu

Localize PCI_QUIRKS in the PCI bus menu.

Move PCI_QUIRKS to the PCI bus menu instead of the (often broken)
General Setup EXPERT menu.  The prompt still depends on EXPERT.
