[PATCH] PCI: xilinx: Remove platform/architecture restrictions

The MIPS Boston board configuration tries to enable CONFIG_PCIE_XILINX.
That doesn't work since PCIE_XILINX depends on ARCH_ZYNQ || MICROBLAZE.
Remove that restriction.
