If I understand you correctly, you're saying that pcie-designware.c doesn't build on arm64. It would be helpful to know exactly what problem you're seeing (what kernel version, what config, what the error are, etc.) PCI_LAYERSCAPE, PCI_HISI, and PCIE_QCOM can all be enabled on arm64, and it looks like they all depend on pcie-designware.c. I can't build those drivers personally, but I assume they work.
