looks like that commit removed pcibios_enable_irq for parent bridge.

pci_enable_device==>pci_enable_bridge==>pci_enable_device==>pcibios_enable_device
==>pcibios_enable_irq without msi enabled.

so pci=routeirq may workaround the problem.
