I solved the issue.

1.- Boot kernel with pci=nocrs parameter (linux assigns lot of memory ro pci 
root bus).

2.- Remove upstream bridge : 
sudo echo 1 > /sys/bus/pci/devices/0000:00:1c.0/remove

3.- Rescan PCI bus
sudo echo 1 > /sys/bus/pci/rescan
