[Patch] PCI/MSI: Enhance core to support hierarchy irqdomain

Enhance PCI MSI core to support hierarchy irqdomain, so the common
code could be shared among architectures.

Hi Thomas,
	This update fixes a possible conflict on other architectures
when they try to use the new MSI hierarchy irqdomain, as pointed out by
Suravee Suthikulanit. The main change is as below.
