Introduce helper functions to manipulate struct irq_alloc_info for IOAPIC. Also add extra parameter to IOAPIC interfaces to prepare for hierarchy irqdomain. Function mp_set_gsi_attr() will be killed once we have switched to hierarchy irqdomain.
