[PATCH 1/2] PCI: remove unused "deprecated" macro PCI_MSIX_FLAGS_BIRMASK

PCI_MSIX_FLAGS_BIRMASK has been replaced by PCI_MSIX_TABLE_BIR
for better readability. Now no one uses it, remove it.
