I too would have liked to use the bitfield macros, but I notice that
this would be the first bitfield macro usage in pci_regs.h and that
bitfield.h is not a uapi header. In fact, there is no bitfield.h usage
in all of include/uapi/.

How about a compromise, I will add your macro to include/linux/pci-ide.h
based on offset and mask defines from include/uapi/pci_regs.h.
