[PATCH v9 3/8] PCI: Add defines for TLP Header/Prefix log sizes

Add defines for AER and DPC capabilities TLP Header Logging register
sizes (PCIe r6.2, sec 7.8.4 / 7.9.14) and replace literals with them.
