enetc_pf_get_primary_mac_addr() was used by enetc_setup_mac_address(),
and enetc_setup_mac_address() was moved to enetc_pf_common.c. So I removed
the static descriptor of enetc_pf_get_primary_mac_addr(). Otherwise I need to
move it to enect_pf_common.c at the previous patch. But enetc_pf_get_primary_mac_addr()
is not a common interface used by v1 and v4 drivers, because the registers are
different, so I add enetc_ps_ops::get_si_primary_mac() and add 'static' back at
the current patch.
