[RFC PATCH 09/21] kvm: Export kvm_vm_set_mem_attributes

SEV TIO can enable the private flag in an MMIO region in
runtime when validating MMIO upon the guest's request, this
requires updating the KVM memory attributes information.

Export helper to do so.
