[PATCH v13 08/22] PCI: dwc: Change arguments of dw_pcie_prog_ep_outbound_atu()

To use "code" and "routing" parameters on an outbound iATU,
change arguments of dw_pcie_prog_ep_outbound_atu(). No behavior changes.
