Not sure if direction has changed, but initially it would have been the cxl_pci
driver who would query this and pass it along when the port driver probes.
Personally, I've never had an issue with non cxl_pci drivers using PCI
interfaces and semantics, but it is something we've taken specific care to
avoid.
