[PATCH] PCI: endpoint: Export symbols for endpoint controller drivers

Use EXPORT_SYMBOL_GPL for functions such as dw_pcie_ep_reset_bar,
dw_pcie_ep_raise_legacy_irq and dw_pcie_ep_raise_msi_irq for using with
endpoint controller drivers built as modules.
