I think it's safe, but we will do some unnecessary writing of the bus
configuration to an existing bridge potentially (writing the bus
numbers again, fixing up the child bus numbers).  But since those
should be no-ops in the case of a soft unplugged bridge it should be
safe.  I'll stick your patch in -next and we'll see if anything blows
up.
