I believe only one of the PCIe FLR and PCI AF FLR will be available at a time.
So I think it should be okay to check for PCI_AF_CAP_FLR and set
pdev->has_flr accordingly. One question though, what is PCI_AF_CAP_TP
and how is it related to PCI AF FLR?
